Federal Pipeline Safety Programs Reauthorized by PIPES Act 2020
The Protecting our Infrastructure of Pipelines and Enhancing Safety (PIPES) Act 2020 was signed on December 27, 2020. The Act directs the Pipeline and Hazardous Materials Safety Administration (PHMSA) on regulations related to different pipeline safety issues, including funding federal pipeline safety programs through the fiscal year 2023. In addition to funding federal pipeline safety programs, the PIPES Act 2020 requires PHMSA to issue regulations related to leak detection and repair and inspection maintenance plans. It also regulates idled and gas gathering pipelines and provides expanded safety requirements for gas distribution pipelines, including emergency response plans and pipeline safety management systems. Other regulations included in the PIPES Act apply to liquid natural gas facilities and other miscellaneous provisions.
